It is when police approached Bowens vehicle, they noticed his speech was slurred and he smelt of alcohol.
Bowen admitted to drinking alcohol 30 minutes previously and a breathalyser test revealed he had 74 microgrammes of alcohol in 100 milllitres of breath.
